The Legal Services Complaints Commissioner is an independent, government-appointed regulator whose main powers were set out in the Access to Justice Act 1999 and who is appointed until the closure of the OLSCC on 31 March 2010, by which time the Legal Services Board, the new overarching regulator, will be fully operational.

The powers of the Commissioner in relation to the Law Society are to:

  1. make recommendations
  2. set targets
  3. focus any targets and recommendations on the Law Society?s timeliness in complaints handling and reducing its work in progress during the final year of its operation.

The Commissioner, Zahida Manzoor CBE, (who is also the Legal Services Ombudsman) works closely with the Law Society to overcome problems such as long delays and failing to keep complainants informed about progress. This is achieved by identifying performance targets achieving performance levels and monitoring the work of the regulator so that improvements can be made.
